Good governance can be ensured by strengthening democratic processes and enhancing the quality of service delivery through citizen participation. Transformation Project Profile

Libya has long been one of the most corrupt nations in the world. In 2012, Transparency International ranked Libya 172nd out of 177 countries on the Corruption Perception Index. To help prevent corruption by government officials, many countries have a declaration of wealth requirements for all public officials. Public sector codes of conduct can also promote accountability among public officials, help avoid conflict of interest, and increase citizen trust in public institutions.

Social pressure, the influence of community leaders, and family participation are critical to limiting the incidence of illegal activities and re-establishing norms for acceptable behavior. Illicit activities take revenue away from funding public services and put legitimate businesses which can create jobs at a competitive disadvantage. An intensive effort must be made to educate citizens about the costs and consequences of illegal activities through traditional and social media.

Transformation Project Profile

Lack of reliable and standardized primary data, especially data considered politically sensitive, limits the ability of policymakers to make evidence-based decisions. Libya must implement a national open government data initiative which is supported by a set of national guidelines for government entities. The guidelines should specify how to implement open data initiatives, provide sufficient resources for collecting the data, and include implementation milestones.

Transformation Project Profile

Libya needs an independent regulatory body to license and oversee the media. The body will introduce licensing criteria and content regulation while preserving freedom of expression. The body should have powers codified in the law, be separate from ministries, and not be directly elected or managed by elected officials. In this way, the body will keep media oversight at arm’s length from politicians and guarantee press freedom.

  • Engage with networks of regulators such as the Body of European Regulators for Electronic Communications to identify best practices for sector regulation

Public procurement processes are outdated and lack coordination. To increase transparency in public spending, assure value for money, and more effectively manage suppliers, Libya must establish clear guidelines and systems for public procurement.

Transparency and accountability of public institutions are a fundamental prerequisite for the restoration of the rule of law. Through the creation of citizen oversight boards and direct connections between communities and government, citizens will feel empowered to effect change through official channels. Oversight boards will enable citizens to assess service delivery, make policy recommendations, and address issues of concern to communities.

Civic education programs are an important means to educating citizens on government structures and functions and the constitutional development process. Following Libya’s constitutional referendum, civic education should shift towards informing citizens about the system of government adopted; the nature and powers of elected offices; principal economic, social, and political issues facing the nation; human and fundamental rights; and the importance of peace and national reconciliation.
