The quality of the places in which Libyans live impacts all aspects of life. It is essential that urban areas are built based on sound urban design principles to ensure our communities are safe, well connected, adaptable, environmentally sustainable, and planned in consultation with local residents. Good urban design is essential for communities that can create social and economic value. Attention must be given to providing all of Libya’s communities with basic infrastructure and services such as safe drinking water, waste disposal, public transport, telecommunications, health and education facilities, and recreational outlets. Well designed and managed communal spaces, such as parks and gardens for recreational purposes, are also essential for communities to grow by creating a sense of belonging and promoting social cohesion.

The power and water sectors in Libya suffer from poor management, lack of security, and high demand during peak seasons. A cohesive strategy to address these issues must be developed to ensure consistent supplies to local communities and develop risk management strategies to increase resiliency.

ICT is a major contributor to economic growth and social development. Increased investment in ICT can fuel economic growth, create jobs, enhance public service delivery, and improve education. Supporting the development of the ICT sector will require an updated regulatory framework, quality infrastructure that is accessible and affordable, and developing the skills and awareness needed for digital inclusion.

Support existing efforts to develop an ICT master plan to encourage investment in developing the ICT sector and rebuilding infrastructure
Develop possible options for telecommunication and ICT market liberalization
Implement the e-Libya initiative, an open government initiative that is currently being considered in Libya
Establish nationwide programs to increase accessibility and reduce the costs of ICT connectivity to rural populations

Libya is a water-scarce nation in which careful consideration must be made when planning developments to ensure water supplies are not adversely affected. In urban areas, groundwater supplies are highly susceptible to contamination through improper disposal of solid and liquid wastes. New developments should be subjected to minimum water use efficiency standards and have proper wastewater treatment facilities.
