Establishing a National Innovation System

Rather than being solely a consumer, we must aspire to also be a contributor to scientific and technological innovation. Science, technology, and innovation are catalysts for social progress and the basis for a prosperous economy.

Libya must develop a science, technology, and innovation framework that channels resources to scientific research, research and development, improving the technical capabilities of the national workforce, and in raising the quality of teaching in science, technology, engineering, and mathematics fields.
