Pillar Objectives

Through public-private partnerships, Libya can gradually establish highly specialized healthcare services that will allow us to treat medical conditions that are currently being treated outside the country. The experience of other developing countries shows that the involvement of the private sector in building and managing healthcare facilities can lead to major advancements in the provision of medical services and promote competition that leads to system quality improvements. The introduction of a universal insurance scheme that can provide Libyan citizens with a choice between receiving treatment in public or private healthcare facilities can also foster competition between providers with the ultimate goal of ensuring that all Libyans have access to the best possible treatment options within the country.

Transformation Project Profile

A national health strategy must be established to support the development of effective administration systems, ensure vital infrastructure is available, and structure appropriate forms of decentralization to allow more responsive and locally relevant health service delivery.


Transformation Project Objective

  • Enhance access to world-class healthcare services that improve the quality of life for all Libyans
  • Establish highly specialized healthcare facilities that will reduce the need for sending Libyans abroad for medical treatment
  • Introduce a universal insurance scheme to foster competition between providers and provide Libyans with access to the best possible treatment options within the country

Transformation Project Profile

The creation of an independent healthcare regulatory body is key to improving the quality of public and private healthcare facilities and implementing certification standards for medical professionals. An independent healthcare regulator can be responsible for issuing professional guidance, ethical standards, codes of conduct, and operational standards to guarantee and improve the quality of healthcare across the country.

  • Establish an independent regulatory body which is separate from entities in charge of delivering medical services
  • Amend outdated and flawed health system laws
  • Back efforts to decentralize medical services to regional health authorities

Transformation Project Profile

Veterans who suffer from conditions such as severed limbs, traumatic brain injury, and post-traumatic stress require specialized support that is not currently offered in Libya. The creation of specialized treatment facilities that can accommodate the medical and psychological needs of veterans will help veterans reintegrate back into society and reenter employment.

  • Support the veteran community by ensuring access to healthcare, academic, and career transition assistance that is tailored to their needs
  • Lower the instance of overseas treatment for veterans and ensure they receive treatment close to their families
  • Reintegrate veterans back into their communities by improving community-based healthcare infrastructure

Transformation Project Profile

Early detection of non-communicable diseases increases chances for successful treatment, lowers costs associated with treatment, and frees up system resources. To reduce the overloading of secondary and tertiary facilities, Libya needs to address the root causes of non-communicable and chronic diseases and promote longer-term wellness programs and disease prevention.

  • Implement a national screening program to reduce overloading of secondary and tertiary facilities and overseas treatment costs
  • Develop infrastructure, including facilities, information technology, equipment, and workforce, for treating non-communicable diseases
  • Develop screening guidelines for providers and link them with admissions and referral procedures

Transformation Project Profile

The Ministry of Health must act to ensure the availability and affordability of medicines through the use of world-class procurement, inventory control, and distribution systems. Increased decentralization of responsibility and managerial autonomy to municipal healthcare facilities and IT-enabled communications systems will ensure inventory status reports to central government authorities reduce the incidence of supply shortages.

  • Ensure that healthcare supplies and medications are safe and meet quality standards
  • Implement a national formulary that takes into account the needs of local communities
  • Centralize the purchasing of drugs and medical supplies to enhance efficiency, achieve economies of scale, and ensure appropriate drugs are available when needed
  • Expand the input of local governments into the procurement of drugs and medical supplies

Transformation Project Profile

Expand maternity services at the primary level and upgrade facilities that deliver maternal and newborn care to ensure appropriate care is available to every woman and child whenever it is needed. Interventions must be provided through a continuum of care approach based on expanded interaction between communities, service providers, local governments, and the Ministry of Health.

  • Enhance the well-being of women by developing a comprehensive health strategy that targets women’s health challenges and identifies priority areas for women’s health, including postpartum depression and domestic violence
  • Enhance the well-being of children through the promotion of exclusive breastfeeding, early nutrition guidance, enhanced prenatal care services, and vaccination programs

Transformation Project Profile

Providing Libyans with access to a comprehensive range of world-class healthcare services is a long-term goal. This will reduce the need for overseas treatment except for the most severe of cases. Until this goal is achieved, the Ministry of Health must continue to improve local healthcare provision while optimizing processes for overseas care.

  • Encourage local investment in services that account for a disproportionate share of overseas referrals and expenditure
  • Develop and use evidence-based standards and expert input to identify the highest-priority cases for referral abroad
  • Provide adequate information on local healthcare providers including services offered, the experience of physicians, reputation rankings of medical centers and hospitals, testimonials from patients, and medical equipment available

Transformation Project Profile

Libya faces several public health and safety challenges including post-conflict mental health, cardiovascular disease, diabetes, cancer, HIV, and road safety. However, the national healthcare system does not currently have the capabilities to offer screening, consultation, public education, and treatment for these issues. Independent task forces are required to critically evaluate current systems and recommend practical strategies for changes and reforms.

  • Invite public consultation to help identify and frame the issues
  • Clarify the respective roles of government agencies and non-governmental organizations
  • Make recommendations on how to improve Libya’s strategies for screening, public education, and treatment of major health challenges

Libya must invest in policies, programs, and community efforts to address chronic diseases and underlying health risk factors. The healthcare system must shift its emphasis from acute care to prevention and early intervention to empower citizens to take an active role in managing their health. Public awareness campaigns can help people avoid the most costly and dangerous conditions and improve public health.

  • Implement media awareness campaigns to raise awareness of healthy eating and lifestyle practices, mental health issues, and the risks associated with tobacco and drug use
