Pillar Objectives

Libya’s cultural and social heritage consists of our systems of social organization, beliefs and practices, systems of property ownership, labor and decision making patterns, marriage practices and family structures, sports and recreational activities, as well as our languages, history, artifacts, and architectural structures. The positive elements of our cultural and social heritage, attitudes, and values must be used to form a Libyan identity that can serve as a basis for socioeconomic transformation and development. Libya’s previous leaders were not supportive of hard work, innovation, and creativity and failed to create an environment for such values to emerge. As a result, many Libyans have a high degree of apathy and lack accountability, motivation, and ambition.

Preservation laws protect the foundation of our unique historic and cultural environment. Protecting heritage ensures the continuity of our history and safeguards our rich culture. Our cultural resources can also attract tourists and generate economic benefits. Sufficient government funding must be extended to museums and projects to safeguard our heritage and promote cultural heritage tourism.

Civil society institutions provide human, social, and education services that bind communities together. They provide a voice to collective interests and needs that may not be recognized at the national level and involve people in the civic life of local communities. To maximize impact, civil society institutions need to be promoted within a national framework that offers financial support.

  • Strengthen partnerships between civil society institutions, national government agencies, and municipal bodies
  • Develop a comprehensive plan to invest in the necessary community infrastructure and training to support civil society institutions
  • Complete a national sports and recreation facilities master plan
  • Establish a cultural grants program to support cultural projects

Transformation Project Profile

Many nations offer national service programs as an alternative to compulsory military service. Alternative service programs allow youth to develop employment and social skills while at the same time helping communities. Establishing a national service program that allows youth to contribute to rebuilding community infrastructure by addressing development challenges in fields such as health care, education, and environmental protection will increase civic engagement and social cohesion.

Transformation Project Profile

In Libya, there are five sites listed by the United Nations Educational, Scientific, and Cultural Organization (UNESCO) on the World Heritage List, in addition to a significant number of holdings, monuments, and artifacts of historical, cultural, and social importance. Unfortunately, this cultural heritage is being destroyed, stolen, and even exported outside the country. Hence, it is necessary to provide support and assistance to the Libyan Archeology Department in its efforts to protect and secure archaeological sites and cultural monuments in the context of rebuilding the Libyan national identity.

Transformation Project Objective

  • Establishment of an antiquities police agency concerned with securing archaeological and cultural sites, and specific training to prevent illegal excavation, looting, theft and export of artifacts and collections.
  • Prevent smuggling of stolen antiquities.
  • Gathering information about lost artifacts and cultural objects, circulating their data in the world to prevent further illegal circulation, and seeking to return stolen and smuggled pieces from abroad.
