Pillar Objectives

Reconciliation involving all key stakeholders will support our transformation from a fragile post-conflict nation towards a shared future that promotes tolerance and mutual respect. Without reconciliation, Libya cannot achieve long-term security and stability, and the ability of the state to maintain the rule of law will be limited. However, reconciliation cannot take place without having a national dialogue where all parties are involved in discussing the critical issues that face Libya in a safe environment.

Transformation Projects for Achieving Long-term Peace and Stability through National Dialogue

Transformation Project Profile

Building a basic covenant of peace between Libyans to differentiate between citizens and saboteurs is a precursor to a national dialogue. Such a covenant would establish a charter of non-violence and respect for the dignity of life as a precondition to be a part of the body politic. The covenant would lay the ground rules for engaging in constructive debate about Libya’s future.

  • Ensure a safe environment for the exchange of thoughts and opinions on Libya’s future
  • Reignite national dialogue through the inclusion of all regions, ethnicities, tribes, political parties, and civil society institutions

Transformation Project Profile

Through public awareness and outreach, the government can engage representatives of all political, economic, geographic, social, and civil society groups to support a stable, unified nation. Current political, social, and institutional barriers to reconciliation will be reduced through community-level conflict prevention and resolution initiatives that promote dialogue and engage marginalized groups.

  • Establish alternative dispute resolution mechanisms to handle land and civil disputes and establish clear, enforceable guidelines for managing disputes
  • Establish a forum for dialogue between political parties, religious groups, traditional and community leaders, and the media
  • Develop and implement a national peace-building and reconciliation strategy
  • Ensure funding for effective peace-building programs while improving coordination of activities and developing a consistent approach to managing conflicts

Transformation Project Profile

Long-term peace and stability requires an ongoing multi-stakeholder dialogue approach that encompasses all elements of society. Libya needs to achieve consensus on the mandate of relevant institutions, the methodology that will be followed, and stakeholders which should be included. National level conflict prevention efforts also need to be better coordinated with more emphasis placed on local resolution processes.

  • Gain consensus on the definition, mandate, methodology, and approach to sustainable peace and reconciliation
  • Provide opportunities for everyone, particularly marginalized groups such as unemployed youth and women, to participate in peace-building
  • Develop mechanisms for political parties to work together and demonstrate multipartite commitment to advance the peace dialogue

Transformation Project Profile

Civic education programs are an important means of educating citizens and introducing them to the structures and functions of government and ministries, and the process of constitutional development in the country. After the referendum on the constitution in Libya takes place, civic education should shift towards educating citizens about the system adopted by the government, the nature and powers of the elected bodies, the main economic, social and political issues facing the country, human and fundamental rights, and the importance of the peace process and national reconciliation.

  • Understand and understand the political system in Libya, and learn about the functions and scope of government powers
