Peace and security is necessary to ensure Libyans the freedom to pursue daily activities without fear and to enable the government to deliver critical services to citizens. In addition to physical security, the fundamental freedoms that Libyans fought for, such as the opportunity to live in a free society in which all citizens have the right to free speech, freedom of association, and access to justice, must be safeguarded.
