Pillar Objectives
Achieving and maintaining a safe and secure environment requires that all citizens and institutions are held accountable to laws that are fairly applied and independently adjudicated. During recent conflicts and clashes, some Libyans sought justice through non-state means. The use of extrajudicial means to resolve disputes is driven by the failure of existing legal structures to protect Libyan citizens and lack of trust in the justice system. The continued inability of state actors to reform legal structures and apprehend and prosecute suspected criminals has reinforced low levels of trust in the judicial system and driven citizens to further rely on non-state actors for security and dispute resolution.
