A consortium of Libyan parties and movements issued a statement today, Thursday, urging the President and members of the UN Security Council and the Secretary-General of the United Nations, to exercise their role in helping and supporting the Libyan people, and not to compromise their legitimate rights by ensuring that elections are held on time in Libya.<\/strong><\/p>\n

(LIBYA, 15 July 2021) \u2013 A consortium of Libyan parties and movements, said in their joint statement that they valued the efforts exerted by the UN Security Council \u201cto end the causes of the ongoing Libyan crisis, put an end to all forms of suffering that the Libyan people are going through, and save Libya from the state of insecurity and instability.\u201d<\/p>\n

The statement said that the Libyan parties and movements were concerned to follow up on the UN Security Council meeting today on Thursday which is set to discuss the Libyan crisis, and to make it known to them that they were \u201cdeeply disappointed by the scenes of failure and absurdity that marred the sessions of the recent meeting of the members of the Libyan Political Dialogue Forum (LPDF) Committee, which ended with the complete inability of this Forum to carry out the tasks set out in the Political Agreement and approved by your esteemed Council to formulate a\u00a0<\/span>constitutional rule<\/em>\u00a0<\/span>according to which the direct Presidential and Parliamentary elections are implemented on their stipulated date of 24 December 2021.\u201d<\/p>\n

They urged the UN Security Council to support the Libyan people and not compromise their \u201cinherent right to choose their Head of State and their members of the Parliament via free, fair and direct elections.\u201d<\/p>\n

Further to our best greetings<\/em>,<\/p>\n

The Libyan Parties and Movements, hereby, extend their deep thanks and appreciation to your esteemed Council for your exerted efforts to end the causes of the ongoing Libyan crisis, put an end to all forms of suffering that the Libyan people are going through, and save Libya from the state of insecurity and instability.<\/p>\n

While we are following your highly appreciated efforts with gratitude, and in light of the meeting of your esteemed council scheduled for today, Thursday 15 July 2021, to discuss the development of the Libyan crisis, we would like to affirm the following:<\/p>\n

First:<\/strong>\u00a0<\/span>The Libyan people were deeply disappointed by the scenes of failure and absurdity that marred the sessions of the recent meeting of the members of the Libyan Political Dialogue Forum (LPDF) Committee, which ended with the complete inability of this Forum to carry out the tasks set out in the Political Agreement and approved by your esteemed Council to formulate a\u00a0<\/span>constitutional rule<\/em>\u00a0<\/span>according to which the direct Presidential and Parliamentary elections are implemented on their stipulated date of 24 December 2021.<\/p>\n

Second:<\/strong>\u00a0<\/span>We are closely following, with great disapproval, the state of indifference and procrastination shown by Libyan authorities, in different manifestations, and their reluctance to implement the\u00a0<\/span>constitutional rule<\/em>\u00a0<\/span>and other required obligations to enable the High National Elections Commission (HNEC) to fulfil the requirements of implementing the elections on time.<\/p>\n

Third:<\/strong>\u00a0<\/span>The Libyan people, while they are eagerly awaiting the holding of this national entitlement on time, are aware of your esteemed Council\u2019s keenness to fulfil the international commitments approved by the Berlin Conference I and II, as well as the UN Security Council Resolution No. 2570, and are looking forward to the Security Council exercising its powers and firmness towards all concerned so that the Libyan people are not denied their inherent right to choose their Head of State and their members of the Parliament via free, fair and direct elections.<\/p>\n

In conclusion, we look forward with increasing optimism to the Security Council playing its role in helping and supporting the Libyan people and not compromising their legitimate rights represented in holding the elections on their scheduled date.<\/p>\n

(LIBYA, 29 June 2021) \u2013 In the joint letter by the Ihya Libya (Reviving Libya) Movement and the Civil Democratic Party to the UN envoy, J\u00e1n Kubi\u0161, they thanked the UN mission for its efforts towards holding direct Presidential and Parliamentary elections on time on 24 December 2021, along with its support for the elected House of Representatives (HoR), and its public affirmation through statements and briefings that issuing the constitutional rule and the election laws was an inherent right of the Libyan Parliament.<\/p>\r\n\"\"\r\n\r\nThe letter also commended the UN Missions\u2019s position \u201cthat the outcomes of the meetings of the unelected Committee of 75 must return to the House of Representatives to gain its legitimacy based on the electoral legitimacy of the House of Representatives.\u201d\r\n\r\nThe letter cautioned the Committee of 75 and the legal committee emanating from it not to delve into constitutional and foundational matters, or try to convert their advisory drafts into an alternative constitutional declaration, because they are a selected and unelected committee\u2014noting that the rule necessary for elections already exists, which is the decisions of the February 2014 committee.\r\n
